Overview:
Outside Sales Manager IV in the Jacobs Technology Home Office. Serves as Capture Manager/Proposal Manager for proposal strategy, preparation, submittal, and implementation on award.

Responsibilities:
Serves as Capture Manager/Proposal Manager for proposal strategy, preparation, submittal, and implementation on award. Supports pipeline development regarding pursuits in the DoD/NASA/DOE/EPA markets. Assesses competition and potential markets consistent with company growth objectives. Develops and maintains strong business relationships with key decision makers and works with BD and Operations to leverage relationships across company and market-space. Identifies, cultivates, and establishes Teaming Agreements with key strategic partners. Authors proposal sections and sales documents that communicate the value proposition of the company's offering. Preferred candidate will have project management experience in Facility Operations & Maintenance (O&M)/Base Operations Services (BOS). Responsible for research and analysis of business opportunities relating to Facilities O&M/BOS BD strategies. Works with Cost personnel to propose cost strategies and effiencies. Develops and grows positive client relationships via customer visits.

Qualifications:
BS degree from an accredited college or university, and fifteen (15) years related experience, or MS degree and thirteen (13) years related experience, or Ph.D. and nine (9) years of related experience; with at least five (5) years in Business Development/Proposal Management experience (helpful if in Facilities O&M/Base Ops markets). Similar working level obtained through relevant job experience may be accepted in lieu of degree level education. Ideal candidate will have experience with DoD, DOE, NASA and/or EPA. Requires demonstrated leadership skills and proposal management as evidenced by prior work experience and proposal win history. Should have working knowledge of cost strategies at contract and task order level. Must be able to effectively communicate (written and oral) and perform customer visits to understand customer's needs and requirements. Military experience is desired.

Must be able to work at a computer for extended periods.

Regular Office/Cubicle environment.
Equipment and Machines:
Computer (90%). General Office equipment.
Attendance:
Attendance is critical at all times to ensure response to customer requirements (100%). Overtime may be required.

The check will bounce and the victim is left responsible.
